Buying property in Bulgaria: the process for foreign buyers

From reservation to notary deed: what buyers from abroad should know – and what you as an agent explain.

Bulgaria is one of the most affordable property markets in the EU, and people from all over Europe buy on the Black Sea coast. The process is straightforward – once you know it.

Who can buy?

  • EU and EEA citizens can buy apartments, houses and land directly in their own name.
  • Buyers from non-EU countries can buy apartments and buildings, but usually not land directly. A Bulgarian company is often set up for this.

The typical steps

  1. Reservation: the property is taken off the market against a deposit.
  2. Preliminary contract: price, payment plan and handover date are fixed; a down payment is often due.
  3. Checks: proof of ownership, encumbrances and, in complexes, the status of maintenance fees.
  4. Notary deed: the purchase is certified before a Bulgarian notary and entered in the property register. Buyers who do not speak Bulgarian need a sworn translator.

Additional costs

On top of the price come the municipal property transfer tax (it differs by municipality), notary and registration fees and, if needed, a lawyer and translator. In holiday complexes there is also an annual maintenance fee.
